SOLAR PROJECTS
REQUEST FOR PROPOSALS FOR SOLAR PHOTOVOLTAIC SYSTEMS LOCATED AT THE
LISTED FACILITIES:

The Borough of Naugatuck (hereafter referred to as “BON”) and Board of Education
(hereafter referred to as “BOE”) seeks proposals from solar installation companies
(each a “Proposer”) to build solar photovoltaic systems (“Systems”) at these
facilities under a competitive Engineering Procurement Construction (“EPC”)
contract.
The Borough of Naugatuck (BON/BOE) is working with Advanced Energy
Efficiencies, LLC (“AEE”) to administer this RFP and the installation of these solar
facilities. AEE serves as the BON Owner’s Representative (“OR”).
AEE has designed the proposed solar arrays at each of the four facilities. Electrical
engineering packets have also been completed for each of the four facilities.
Andrew Avenue School, Naugatuck Day Care and Naugatuck Recreation Department
structural engineering have been completed and stamped.
Naugatuck Police Department solar ground mount civil engineering and land
clearing will be handled by the Borough of Naugatuck. The electrical engineering
packet has been completed and stamped.
AEE has secured financing for each of the four projects on favorable terms for the
Borough of Naugatuck.
Reference is hereby made to Schedules A,B,C,D,E, F and G which are incorporated
herein and made part of this RFP.
BON reserves the right to amend or terminate this RFP, accept, or reject any
proposals, waive any informalities or non-material deficiencies in a proposal, to a
Proposer that, in BON's sole discretion and judgment, will be in BON’s best
interests. BON’s decision shall be final, shall not be subject to review or appeal, and
may be based on any criteria in BON’s sole discretion, including but not limited to
price, contract terms, and the experience of the Proposer.
Any contracts shall be preceded by a Notice of Proceed and thereafter be contingent
and non-binding until all approvals are received from applicable regulatory agencies
and BON/BOE authorities, which may include, but are not limited to BON/BOE and
applicable planning boards, Department of Energy and Environmental Protection,
Public Utilities Regulatory Authority, Connecticut Siting Council, and successful
execution of the Contract, and all other pertinent written contracts in connection
with the RFP (“Pertinent Contracts”).
