REQUEST FOR PROPOSALS
Borough of Naugatuck
The Borough of Naugatuck, CT is seeking to engage the services of a Consulting Engineering firm to provide engineering services for the preparation of contract plans and documents for the following transportation project:
FY24-B064 - Naugatuck River Greenway Trail- Phase II
The Project includes the design of approximately 3,000 feet of the Naugatuck River Greenway Trail. The Project starts at the Whittemore Bridge on Maple Street and ends at the Breen Fields. Design features include asphalt and concrete walkways, landscaping, decorative lighting, retaining walls, fencing and site furniture.
The Borough of Naugatuck has received a Department of Energy and Environmental Protection (DEEP) Recreational Trails Grant in total amount of $352,000.00. The Borough of Naugatuck shall be responsible for a twenty percent (20%) project match with a total project design cost of $441,000.00.
The Consulting Engineer may also be required to provide construction inspection. The cost of the inspection shall not be included in this proposal.
Price proposals shall include but is not limited to the following:
• Environmental/Cultural Plan Review
• Survey & Baseline Mapping
• Property Easement Mapping
• Trail Alignments
• Geotechnical as needed
• Preliminary/Conceptual Design
• Complete CTDOT LOTCIP Application
• Agency Coordination Including monthly Project Meetings.
• Public Meetings and Outreach
• Final Design Plans
• Permits including:
o CTDEEP DDDB,
o Local IWC
o Planning Commission CGS 8-24
o Army Corps of Engineers, if needed
• Cost Estimate
• Contract Document and Bid Development
• Bidding Review/Assistance.
Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above.

The Consulting Engineering firm will be evaluated and selected based on design and technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, construction inspection experience, knowledge of Federal, State, and Municipal procedures, and adherence to project budget.
The design fee will be negotiated on a Lump Sum basis.
The selected firm must meet all Municipal, State, and Federal affirmative action and equal employment opportunity practices.
A letter of interest and price proposal, together with general information on the firm and proposed subconsultants, the firm’s brochure, experience of the firms, and resumes of key personnel shall be addressed to: James Stewart, Borough Engineer, Town Hall, 229 Church Street, Naugatuck, CT 06770. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed subconsultants should be clearly identified. The relationship to any ”parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined.

All proposals must be delivered to the 229 Church Street, Borough of Naugatuck, Town Hall, Finance department, no later than 11:00 A.M. on November 16, 2023. Responses received after this date will not be considered.
